As to the water ratio, here's one way to look at it, by thinking of the consistency of the water ratio:
"Tea": very small amount of paint in large amount of water. Useful for creating tints and light, transparent washes.
"Syrup": Substantial amount of paint in modest amount of water. Useful for painting objects. Transparent colors create transparent results; opaque colors create opaque results.
"Butter: Painting directly from the tube, or with only trace of water. Usefule for highlights and small areas, unless you like the effect for larger areas. Generally opaque, regardless of paint characteristic.
Water truly is the "boss" in a watercolor paper - it's going to dictate how your colors react. But there is no "right" amount to use. It all depends on how you want your painting to look. It's really about experimenting and seeing what you get. In other words:
Do not prctice to make it perfect; practice to make no mistake
